"Forget the jargon, buzzwords, management-speak, and weasel words.  The only person on earth I can genuinely manage and motivate is ME.  I know how to run an organization, spot talent, and keep the right people on the team to do a great job. 

I believe motivation, like change, is an inside job.  People should have it when they get to work and Management means not getting in the way.  Organization is making sure people know what their job is and that they have the tools to do that job.  I can spot motivation and I can pick a team that will provide great service.  Staff and customers are first just people, with needs and feelings.  Calling them code names and going for "win-win" solutions gets a bunch of jargon in front of being natural and genuine with families in a difficult situation.  Interaction should start with listening.  

If you ever catch me talking about internal and external customers, or being quality driven and customer-centric, or forming a committee to write a nifty mission statement and organizational values to post in the waiting area and forget, just slap me in the head. 

I believe people come to work first because they need a job and a paycheck.  But County staff, like most working class and professional people, care deeply about their work and their performance.  We have a real investment in adding value to the job and the department where we spend nearly half of the awake hours of our life.  What you give is what you get.  That's motivation."

Proven Performance Counts - When CAHILL retired from Juvenile Court in 1996 he was Manager of all Juvenile Probation Services countywide.  That's all Cities and all incorporated and unincorporated areas.  CAHILL managed a County budget of over Five Million Dollars, with 65 professional and 20 support staff and operations running 24/7.  CAHILL demonstrated the ability to work with Courts, Attorneys, Law Enforcement, Coroner, Business, and, most important, providing service to families during difficult, emotional, and confusing events.

CAHILL started work for the County in 1966 supervising a dormitory at Spring Mountain Youth Camp for adjudicated delinquent boys, served in Parole, a sworn Class 2 Peace Officer position, Supervised staff at SMYC, Child Protective Services, and Assistant Director at Child Haven, was a Program Coordinator in Administration, and Manager of Probation Services.  CAHILL was twice elected the President of the Clark County Public Employee Association, the bargaining unit representing all County employees, in 1983 and 1985.  That organization became SEIU 1107, and still represents County employees. 

Professionally CAHILL was honored in 1993 when selected by the U.S. Senate as one of only nine Juvenile Justice Practitioners nationwide to be chosen to serve on the Coordination Council of Juvenile Justice and Delinquency Prevention, under the Office of Juvenile Justice, in the Department of Justice.

After retiring from the Juvenile Court in 1996 CAHILL spent a year home-schooling his 12 year old son Ian.  The classroom was Ireland, England, Scotland, Belgium, France, Germany, Austria, Czech Republic, Hungary, Italy, Spain, Costa Rico, Panama, Mexico, and Alaska where Ian started the eight grade and completed the first 8 weeks before returning home to finish school locally.  It was a memorable trip.

During retirement CAHILL had no trouble staying busy and involved with many community activities.  He has worked as a Motorcycle Rider Instructor at the Community College of Southern Nevada, and taught Firearms Safety with a National Instructor Certification in Personal Protection by the NRA and approvals to instruct Concealed Carry from Nevada and Utah.

CAHILL serves now as Chair of the Nevada Outdoor Democratic Caucus, a pro-rights sportsman group organized statewide as an affiliate of the Nevada Democratic Party, but with attention to outdoor issues affecting all families in Nevada.  CAHILL has testified before the Nevada Legislature on bills affecting sportsmen and law enforcement.  Cahill's recognition as an authority on firearms issues has included several news articles and two appearances on John Ralston's well know television show Face to Face.  His volunteer service to the community has brought him praise and recognition.  

 

 

CAHILL as SASS Cowboy Action Shooter "Devil John".  All CAS shooters must pick an alias and costume for participation in the fastest growing shooting sport in the USA.  

 

Also since retiring, John was the founding President of the Henderson Chapter of the Retired Public Employees of Nevada and first Chair of the Long Range Planning Committee.  RPEN's 8000+ retired teachers, state employees, county and city employees, and police and firefighters, are active in the Nevada Legislature working to assure quality services to Nevada citizens and a solid retirement system for those who work their full career in Nevada public service.  

 

 

 

   In 2003 CAHILL accepted an invitation to join the Volunteer Homeland Reserve Unit of Southern Nevada and was assigned to the Squad of Dean Ishman.  John has participated in many of the VHRU activities including the Galleria Mall mock Disaster Exercise, the Baby Cordova Doe investigation, and most recently the 2006 Laughlin River Run where the VHRU joined with LVMPD to reduce vehicle theft and gang activity at the rally. 

 

 

In 2005 CAHILL signed on with Public Administrator Dan Ahlstrom as a member of the team of Estate Investigators responding to calls 24/7 in all areas of Clark County. 

When Ahlstrom announced his retirement from the elective office CAHILL didn't hesitate in his decision to put his name before the voters.  "Voters deserve to have a choice that includes candidates with County Management experience and proven performance for this job.  But I'm not going to insult folks that my motives are all selfless and noble.  This job pays well and I still need to earn my Medicare.  But I will do the work and make sure it's done right.  I like people so service to the public and management are natural.  I want the job so I am presenting myself to the voters.  I trust their ability to choose." says CAHILL.
